Kelechi Ekpagu

Dr. Kelechi (Uzochukwu) Ekpagu founded ChiGlobal Consulting out of a deep passion for leveraging data and research to drive meaningful change. With a strong foundation in public policy and administration, combined with more than 20 years of experience across the public, private, and nonprofit sectors, Dr. Ekpagu is dedicated to bridging gaps in how organizations use data to tackle complex challenges. Known affectionately as The Data Whisperer, she is highly skilled in both quantitative and qualitative research methodologies.

Dr. Ekpagu is a seasoned and tenured university professor, who specializes in teaching statistics, research methods, public policy, and public management courses. She administers workshops and training around data-based decision making, performance measurement, and improving access and engagement in the workplace. Her doctoral studies and publications focus on service design, service quality, and government and nonprofit performance, and she has presented her work in North America, South America, Africa, Asia, and Europe.

Dr. Ekpagu’s professional journey has given her special understanding of workplace cultures and priorities, including the Federal Reserve Bank, federal agencies (CDC, GSA, SSA), and federal and state transportation agencies, where she conducted organizational assessments, impact assessments, program evaluations, and team effectiveness retreats, to name a few.

Dr. Ekpagu earned her PhD in Public Policy & Management at Georgia Tech and Georgia State University, her MPA in Management and Finance at Georgia State University, and her B.S. in Civil and Environmental Engineering at North Carolina A&T State University. She is a Fulbright Specialist, and has served on numerous national and international boards, including the American Society for Public Administration and Selfless4Africa, Inc.
