FOUNDER & VISIONARY
Kelechi Ekpagu

Dr. Kelechi (Uzochukwu) Ekpagu founded ChiGlobal Consulting out of a deep passion for leveraging data and research to drive meaningful change. With a strong foundation in public policy and administration, combined with over 20 years of experience across the public, private, and nonprofit sectors, Dr. Ekpagu is dedicated to bridging gaps in how organizations use data to tackle complex challenges. Her mission is to empower organizations with right-on-time strategies and insights that enhance organizational performance and equity through the power of data and technology.

An expert in both quantitative and qualitative research methodologies, Dr. Ekpagu is passionate about delivering rigorous, responsible, and practical solutions. As an educator and lifelong learner, she specializes in teaching statistics, research methods, community development, and public policy and management courses. She also conducts workshops and training on managing diversity in the workplace, performance measurement tools and strategies, and data-based decision-making techniques. As a public participation scholar, she enjoys community-centered research that fosters meaningful dialogue between stakeholders.

Dr. Ekpagu’s academic achievements and published work are extensive, with emphasis on service design, service quality, government performance, and civic engagement. She has shared her expertise globally, presenting her work widely across five continents. She earned a PhD in Public Policy & Management from the joint program at Georgia State University and Georgia Institute of Technology, an MPA in Management and Finance at Georgia State University, and a BS in Civil and Environmental Engineering at North Carolina A&T State University.

Dr. Ekpagu is a Fulbright Specialist, co-director of Maryland’s Equity and Inclusion Leadership Program, and is a past president of the Conference of Minority Public Administrators (COMPA). She is also among the earliest board members of Selfless4Africa, Inc. Kelechi Ekpagu brings unparalleled expertise and dedication to every project, providing clients with the peace of mind that comes from knowing they’re in trusted hands.
